Brisbane Cross River Rail

Cross River Rail is the Queensland Government’s highest priority infrastructure project with a 10km link from Dutton Park to Bowen Hills. This complex transport infrastructure project includes 6km of tunnel and 4 new underground stations.

We were initially engaged to assist the Delivery Authority through the procurement phase with updates to the Public Sector Comparator and evaluating contractor costs, risks and contingency against budget for the Tunnel and Stations contract. We were then retained during the delivery phase to assist with valuation of variations for the RIS Alliance. The Alliance is responsible for the brownfield rail works that tie the Cross River Rail Project into the existing QR network.

During the development of the detailed cost estimates for the Public Sector Comparator stage, a cost estimate was developed based on varying levels of design detail by working the SMEs to understand the necessary design details to prepare a robust cost estimate for brownfield rail works. This detailed cost data provided confidence to the relative costing of options considered.

Following the delivery phase of the RIS Alliance, performing the role of Independent Estimator for the Delivery Authority, North was involved in reviewing the detailed cost estimates prepared by the Alliance, for several significant adjustment events, forecasting to completion.
